公共政策合法化分析——以厦门PX项目风波为例

公共政策的合法化在政策过程中具有十分重要的意义，必须高度重视公共政策的合法化。公共政策的合法化不仅要求公共政策的制定要符合国家有关法律法规的程序规定，还要求制定的公共政策必须获得大多教民众的认可和支持。进行公共政策的合法化应从四个方面着手：一是畅通参与公共决策的渠道；二是提高公共决策的透明度；三是健全公共决策的程序；四是完善公共政策的监控机制。
