| 摘 要： | 基于我国目前行政体制受诸多障碍要素的制约而使我国政府成本呈现着一种不断攀升的态势这一客观实际，从行政功能、行政结构以及行政运行进行理论分析与现实考察，来获取解决我国政府总是高成本运转的思路。同时，将我国行政体制改革置身于一种独到的研究视界与综合利用度，以期健全与完善我国政府治理理念与方法。

| Abstract: | Based on a upward trend of our government cost caused by our current obstacle elements of the administrative system,the author makes the theoretical analysis and realistic inspection to work out a solution to the high cost function of out government from the angle of administrative function,administrative structure and administrative operation.Meanwhile,the author places the administrative system in a unique research view and dimension in order to perfect and improve the courtry's governance concept and methods. |
