| 摘 要： | 本针对应试教育的弊端和中小学素质教育的实际情况，从素质、基础素质的概念和特点入手，分析指出基础教育应重在培养中小学生的基础素质，并根据中小学生基础素质的结构提出了相应的培养原则及措施。
