| 摘 要： | 孙中山先生对华北水务问题有独到认识,他不仅将发展华北水利事业作为实业建设计划的重要内容,而且将其作为民生主义思想的有机组成部分。面对华北经常发生的旱、涝灾害,他认为华北的水务整治既十分必要,又非常迫切。为此,他提出许多具体方案:强化政府管理职能;将治水与保护生态环境有机结合;加强对河道与港口的立体开发。孙先生关于华北水务的改革计划,对当时和后世均产生了一定影响:推动了植树造林活动;有利于促进华北腹地经济发展;引江济河设想奠定了当今南水北调的蓝图。

| Abstract: | Sun Yatsen has his peculiar understanding of the waters in his construction plans in the north of China.Given the frequent droughts and floodings,treatment of water becomes an immediate urgency.Specific plans include enhancing governmental functions,combining water treatment with environmental protection,and developing canals and harbors.His water campaign gives rise to tree planting,improving the midland economy,and building of a canal. |
