统筹规划,推进区域教育的跨越式发展——浙江省衢州市教育发展策略研究

衢州市根据当地经济、文化、教育相对欠发达的现状和未来社会综合发展目标,力图建立以重在基础、强化应用、不断创新、追求质量为特色,适度超前发展的衢州教育模式。具体措施包括:以体制创新为途径,大力推动教育体制改革;以学校布局调整为方向,优化教育资源配置;以农村幼儿园建设为突破口,全面提高幼儿教育质量;以教育公平为基准,构建具有衢州特色的义务教育体系;以优质高中建设为重点,提高全市文化基础水平;以社会需求为立足点,推动中等职业教育多元化;以应用性为目标,建立具有地方特色的高等教育体系;以建设学习化社会为指针,建设成人教育网络体系。

Unified Planning for Promoting the Leap-forward Development of Regional Education

In light of the underdeveloped status of the local economy, culture and education as well as the comprehensive objectives of the social development in the future, the government of Quzhou City intends to set up a development model of Quzhou education with emphasis on application, innovation, quality and proper development in advance. The specific measures relate to the following aspects; (1) Promoting the educational system reform through systematic innovations;(2) Optimizing the educational resource allocation with readjustment of school distribution as orientation; (3) A-chieving overall improvement of childhood education with the breaking point in rural areas; (4) Constructing the compulsory education system with Quzhou features on the basis of educational equity; (5) Raising the bottom level of cultural basis by setting up more high-level senior secondary schools; (6) Diversifying secondary vocational education for meeting social needs; (7) Establishing the higher education system with local features of Quzhou City; and (8) Developing the network system of adult education for the purpose of constructing a learning society.
