| Abstract: | Nowadays, the essential factor that whether a state enterprise will develop rapidly and continuously is whether the capable people can be attracted and remained. The frequent movement of super human resources has threatened the subsistence and development of state enterprises. This article mainly discusses the reasons why brains in private enterprise will loss a lot, and the strategy of managing brains steadily. |
