| 摘 要： | 近年来,我国农村土地违法行为普遍,造成这一现象的原因主要有:农民和基层干部法律意识淡薄;经济利益驱使;土地财政诱使地方政府违法;执法力量薄弱等。主要对策是:加强土地法律宣传教育,提高农民和基层干部的耕地保护意识;改革地方政府和领导干部的考核制度;建立健全巡查制度和监管网络;规范县级职能部门和乡镇政府职责,建立土地管理共同责任机制,等。

| Abstract: | In recent years,the illegal land acts happen repeatedly in rural areas due to the inefficiency of legal awareness of the villagers and leaders,besides the drives of interests,land policy,and weak legal forces.Consequently,countermeasures are proposed to enhance land law publicity,build up the land protection,reform the examination system of local government officials,and establish the inspections and communal management of the land. |
