| Abstract: | The school_based system, originated from the universities in Middle Ages, is the dominant pattern of management in modern universities. Reformation of the system as required by the time is beneficial to activate the motivation of the institutions, the optimization of educational resources, and the establishment of a more efficient operating mechanism, so as to match with the development of higher education. The critical issue of the reform is the reconstruction of the teaching and research institutions, to which the key is the decentralization of the administrative power. |
