USPTO中我国专利引用状况的统计分析

专利制度给予专利权人一定期限的垄断权以换取技术信息的公开。专利间的引用是对在先公开的技术信息的一种有效的利用方式之一。专利间的引用关系不但能够展现出技术的扩散轨迹，也能够为研究国家的专利行为绩效提供相当丰富的定量研究素材。本文利用相关指标对我国在美国专利商标局(USPTO)数据库中的专利引用状况进行了描述和分析，并对我国专利事业的发展提出了相应的建议。

Statistical Analysis on the Chinese Patents in USPTO

Patents have long been recognized as a very rich and potentially fruitful source of data for the study of innovation and technical change. This paper describes the database on U.S. patents that we have get over the past decade, with the goal of making it widely accessible for research. We present main trends in China patenting over the last 30 years, including a variety of original measures constructed with citation data, such as backward and forward citation lags, indices of “originality” and “generality”, etc. We discuss key issues that arise in the use of patent citations data, and suggest ways of addressing them.
