| 摘 要： | 指出规范政府采购作为财政支出管理改革的重要内容之一,不仅能够提高财政资金使用效率、减少腐败,而且可以促进科技自主创新,实现宏观经济政策调控功能。认为我国应借鉴发达国家重视政府采购促进自主创新的经验制定相关法律政策,使政府采购成为促进自主创新的重要途径之一。

| Abstract: | Regulating government procurement is one of important contexts in the information of government expenditure management,Which can improve efficiency of public expenditure,induce corruption,and promote self-innovation in technology,in order to realize the function of Marco-economy regulation.Developed countries regard the function of government procurement promoting self-innovation,and legislate laws,regulations and measures.We should think much of the policy function of government procurement,and make law about it, make it one of the important measures that government procurement promote self-innovation in our country. |
