| 摘 要： | 随着民主化进程的加快,公众在政策制定中的参与问题越来越被重视.文章从理论层面探讨了国家政策制定中公众参与的作用,分析了公众在政策制定中不能充分发挥参与作用的原因,并提出了改进建议.

| Abstract: | With the quickening of the democratization process, the public's participation in the policy making has attracted more and more concern . The article consults the function of public's participation in policy making in the angle of theory, analyses the reasons of public's inadequate function, and proposes some improved suggestions in order to promote the public's participation to the policy making. |
