| 摘 要： | 党的十六大报告关于教育问题的论述内容丰富意义深远。本文以十四、十五大报告对教育的论述为参照，以十六大报告为原始文本，对十六大报告关于教育论述中的新教育方针，构建终身教育体系、支持农村教育、完善“资困”政策和制度。素质教育与创新等五个亮点问题进行了具体的阐述。
