| Abstract: | The principal object of traditional law has always laid emphasis on human rights,justice and order of society.Whereas the environmental law,from the perspectives of the relationship of the unite of opposite between environment and human beings as well as the historical alternation of law,lays a dual emphasis on ecological interest and human interest with a priority of the former. |
