西部民族地区脱贫致富奔小康的思路及保障措施

中国的扶贫开发工作走过了20多个春秋,取得了举世瞩目的辉煌成就。但农村尚未解决温饱问题的贫困人口仍有3000万左右,初步解决温饱的低收入人口有6000万左右,还有一批基本解决温饱的贫困人口,其温饱的标准相当之低。“消灭贫困”和防止“返贫困”现象的发生,是我国全面建设小康社会过程中的首要任务。中国实现小康社会的重点和难点在农村,核心问题是要尽快建立起统一的社会保障体系。社会主义现代化强国离不开西部民族地区农村、农业现代化,民族地区现代化建设必须走跨越式发展的道路。

Inquiry into Thought and Safeguard of Getting Rid of Poverty and Becoming Rich to Lead a Well-off Life in the Ethnic Areas in Western China

Twenty years or so has passed in the anti-poverty work which has scored brilliant achievements attracting worldwide attention in China. However, there are still about 30 million poor people who have no adequate food and clothing in rural country. There are 60 million or so low-income people who initially have adequate food and clothing. There is a large number of impoverished population who have been provided for adequate food and clothing in the main but its level is quite low. It is the most important task for China to eliminate poverty and prevent the phenomenon of returning to poverty in the process of building a well-off society in an all-round way. The focal and difficult point for China to accomplish a well-off society lies in the rural country whose key problem is to establish the unified social security system as soon as possible. Building a socialist modern and strong country depends on modernization of agriculture and rural country in the western ethnic areas that must take a road to great-leap forward development.
