当代中国网络民主发展问题初探

网络民主是现代民主发展的一大契机,但是,由于网络本身的一些特性及我国的网络民主仍处在初级阶段甚至是萌芽时期,网络民主在很大程度上带有自身的局限性,使得它的发展存在着一些问题,如“政治欺骗”使决策民主受损;公民的非常规参与和非法参与;数字鸿沟及参与不公平和阶层分化;而民众非理性的“情绪民主”也经常左右着政治。因此,当代中国网络民主的发展是机遇与挑战并存。

Research on Contemporary Cyber- democracy Problems in China

Cyber-democracy gives a big chance to modern democracy development,but because the network itself has some characteristics and cyber-democracy in China is still placed in the early period even the sprout period,cyber-democracy has limitations of its own to a large extent in its development,for example,the "political cheats" which damage the democracy policy,unconventional participation and illegal participation of citizens,the digital differences and unfair participation and stratum differentiation,and people's irrational "emotion democracy" which usually controls politics.Therefore,there are opportunities and challenges as well in the development of the contemporary cyber-democracy in China.
