公共利益：公共政策的价值与过程

在公共利益的框架下来思考公共政策,不可避免地涉及到公共管理的伦理问题。一方面,公共利益这个概念非常难以界定;另一方面,从逻辑上讲,公共政策之所以被称作＂公共的＂政策,就是因为需要公共利益这样的价值来评判其自身的合法性。由此可见,公共政策是以公共利益为逻辑起点,同时又以公共利益为其最高目标,公共政策是实现社会公共利益的手段。公共政策过程是追求公共利益最大化的过程。

Public Interests:the Value and Process of Public Policy

It is impossible to avoid the ethical issues of public administration to consider the public policy under public interests.On the one hand,it is very difficult to define the concept of public interest.On the other hand,logically,public policy,which is called public policy,is because of using the value of public interests to evaluate its own legality.Therefore,public interest is the logical starting point of public policy and it is also the highest goal of public policy,public policy is the way to achieve social public interests.Public policy process is the process to achieve the most public interests.
