| 摘 要： | 对河北省民营中小企业养老保险执行情况及职工的参保现状进行了调查，通过分析养老保险执行难的原因，提出河北省民营中小企业养老保险制度发展的建议：加大宣传力度，贯彻落实社会保险法律法规及相关政策规定，加大劳动保障监察执法力度，提高民营中小企业负责人及职工的素质。

| Abstract: | This study centers on the pensions of the small and medium enterprises （known as SMEs） of Hebei, and poses strategies of the insurance system of the SMEs： publicity, implementation of insur- ance law and relevant provisions, enforcement of labor security supervision, and improvement of the quali- ty of the SME employees. |
