| 摘 要： | 促进高等教育健康发展，充分发挥高校在建设社会主义和谐社会中的作用，必须关注高校与政府的关系。高校与政府的关系集中体现在自治与控制这一对矛盾中。纵观国内外高等教育发展的历史经验与教训，要实现我国高校与政府的协调发展，必须实现政府对高校由从严格控制到有效调控的转变，使高校的自主办学权与自我约束力得到增强，并充分发挥中介组织的作用。

| Abstract: | Promoting the healthy development of higher education and giving full play to the function of the university in building the socialist harmonious society, we must pay close attention to the relation between university and government. The relation between university and government embodies a concentrated reflection of this pair of contradictions of autonomy and control. On review the domestic and international historical experience and lesson of higher educational development, we want to realize the coordinated development of university and government in our country, we must realize the transition from the strict control to the effective control in the government controlling to the university, strengthen the university to run a school independently and selfengagement, and give full play to the role of intermediary. |
