| 摘 要： | 长期以来，由于清廷对台湾“番民”实行“弃”和“剿”的消极政策，从而使得台湾岛内民族矛盾非常尖锐。刘铭传为了促进了台湾岛内的民族融合和加强对“番地”的管理，便实行了“以抚为主，攻心为上”的“抚番”政策。由于刘铭传“抚番”方法得当，措施得力，终于将台湾的全部“生番”归化，为台湾的开发和建设作出了卓越贡献。

| Abstract: | As a result of the long-term abandoning and slaughtering policy towards Taiwan aboriginals carried out by the Qing Dynasty,the situation in Taiwan was extremely intense,and ethnic conflicts between the Hen nationality and Taiwan aboriginals frequently happened.In order to promote the national integration and strengthen the governance in the island of Taiwan,Liu Ming-chuan introduced the consoling policy of"asking mainly for Anything but Friendship".Thanks to Liu's effective measures;he finally made the naturalization of Taiwan aboriginals come true,and made outstanding contributions to the development of Taiwan. |
