| 摘 要： | 上海小城镇建设应走郊区城市化的道路，发展第三产业是上海郊区城镇产业结构调整的重点，第三产业内部，依据服务业在不同经济发展阶段的特点，可以将其分为传统服务业，补充性服务业，新兴服务业三类，上海郊区城镇第三产业的内部结构，主要以传统服务业和补充性服务业为主。

| Abstract: | Shanghai suburbs should take the way for citilization. The key point is to adjust the industry structure of the suburbs. Inside the third industry, the service industry can be divided into traditional service supplementary service, newly thriving service according to their developing stages. The industrial level and the peasants' education level determines the service structure, that is traditional service and supplementary service. |
