| 摘 要： | 社会保障是事关国计民生的重大制度安排,是当代社会不可或缺的民生保障机制和整个社会和谐发展维系与促进机制,社会保障与构建社会主义和谐社会具有本质上的一致性,它可以为构建社会主义和谐社会服务。我们要以马克思主义的社会保障思想为指导,充分发挥社会保障的经济助推器、社会稳定器的作用与功能。
