理性求解中国信访制度的困境及其改革出路

信访是我国社会主义公民政治参与的重要渠道，也是实现和维护公民民主政治权利的具体形式。但随着社会主义市场经济的建立和发展，我国现行的信访制度已经出现了困境，对法治和公民民主权利的维护已显力不从心。本文试图从理性的角度解读中国信访制度的困境，并寻求其改革出路，以进一步完善我国的民主法治。

Solve Rationally the Predicament and Reform of China's System of Letters and Visits

The letters and visits from the masses are important channels that the socialistcitizen' s politics of our country is participated in,and the concrete form to realize and safeguardcitizen' s democratic political right.But with the setting-up and development of socialist marketeconomy,there appear some predicaments with our country current letters and visits from themasses,and it is a little difficult to maintain democratic rights of citizens by law.This thesisattempts to analyze the predicament of this system from the rational angle,and seek its re-form,in order to perfect the democracy and the rule by law of our country further.
