| 摘 要： | 20世纪90年代末我国的高等教育管理体制变革促使大批高校从中央部委属实现剥离,形成了高等教育管理的新格局。原中央部委属院校划转可以基于教育产权理论、委托-代理理论、高等教育区域化思想和教育竞争理论进行解析,划转的现实依据包括社会主义市场经济体制建立、政府职能转变、高等教育管理体制改革深化等方面。

| Abstract: | Reformation of the national higher education management system at the end of 1990s promotes the realization of a large number of universities separate from central ministries,formed a new pattern of higher education management. Starting from education theory of property rights, principal-agent theory, regionalization of higher education thinking and the theory of education＇s competition, the theoretical basis of the former member of the central ministries have been explained, Analysis based on the realities of college transfer from setting up of the socialist market economic system,the transformation of government functions, etc ,and thus comprehend the law and inevitability of college transfer. |
