高校信息公开的第三种意义及其实现策略

摘    要:除了充分利用信息资源、推动高校依法治校外,高校信息公开还具有第三种意义,即提升高校的公信力。对高校信息公开第三种意义的逻辑证成可以从两个方面进行:信息公开提升高校公信力和信息屏蔽减损高校公信力。从公信力提升的视角,我国高校在信息公开的过程中,可以采取诚意传递、空间占先、互动反馈、边界调整等策略实现高校信息公开的第三种意义。

Abstract:In addition to making full use of information resources,promoting the university-running by law, university information openness also has the third kind of meaning :improving the credibility of university.The third kind of meaning can be logically justified from two aspects :information openness promoting university's credibility and information shielding reducing university's credibility. From the perspective of the promotion of credibility, our universities can adopt some strategies to realize the third kind of meaning of information openness which are sincere delivery, leading space, interactive feedback, boundary adjustment, etc.
