组织分类的重新诠释及启示

将组织分为公共组织和私人组织的分类准则并不科学，因为它掩盖了两者之间的相同点，扩大了两者之间的差异性。这种弊端在行政学的发展历程中尤为突出。而如果认识到组织是一个连续体，公共组织和私人组织之间具有相同性，公共组织、私人组织内部也具有差异性，不仅可以澄清行政学发展历程中的几次范式转移，明确当前新公共管理理论成功和遭受批判的结症，而且可以为行政学的研究提供很好的视角。

New classification of Organizations and Its Enlightenment

The criterion used to classify organizations into public organizations and private organizations is not scientific,because it covers the similarities and enlarges the differences between public organizations and private organizations.The defects of this kind of classification are very clear in the development process of administration study.If the organizations are considered as a continuum,i.e.there also exist similarities between public organizations and private organizations,and differences inside the public organizations or private organizations,not only can we clarify the paradigm changes in the development process of administration study,and know the reasons of the success of new theory of public administration or being criticized,but also provide a good perspective for administration study.
