新结构经济学视阈下泉州金融改革与产业升级研究

新结构经济学认为应按照资源禀赋和比较优势来确定区域最优产业结构和最优金融结构，违反比较优势原则会导致资源配置效率低下。文章依据新结构经济学理论，分析了全国第三个国家级金融改革综合试验区落户泉州的原因，通过相关调研数据证实融资难不是困扰泉州企业的根本问题，企业需要的是在转型发展方面得到配套支持。在此基础上，文章认为在泉州经济转型升级过程中应发挥市场和政府的协同作用；政府应依据泉州资源禀赋和比较优势来判断产业转型升级目标及最优金融结构，通过加强基础设施建设等手段为企业转型升级打造良好金融生态环境，从而推动产业升级。

The Study of Quanzhou Financial Reform and Industrial Upgrade from the Perspective of New Structural Economics

This study explores why the third national,financial reform zone of China located in Quanzhou,according to the theory of New Structural Economics which insists that the optimal industrial and financial structure of an area should be matched with the endowment and comparative advantage or to lead to low efficiency .The available evidence shows that not only capital but also com-prehensive supports are needed during the transitional and upgrading process.This paper suggests that the local government of Quanzhou should indentify a suitable target of industrial transition and an op-timal financial structure according to the endowment and comparative advantage,and upgrade the in-dustry by means of strengthening the infrastructure construction which can lead to a favourable finan-cial ecological environment.
