Since the end of 20's century,facing the challenges of internationalization and commercialization,ISO9000 has been adopted in western higher education system.But universities are more willing to find other quality management system suitable to universities.The truth is that universities just adopted ISO9000 in some service areas and still kept the academic rules in teaching and research areas.Only the low level higher education institutions disadvantageous in the market of higher education service competition can benefit from it and to be more competitive in the higher education market.
