| Abstract: | During the period of Cao - Wei Regime, it seems that three - level administrative system was develo- ping. State, as a high -level political division, its system and authority seemed incomplete. The central govern- ment could control prefecture directly, and the center of the whole country＇ s civil administration was prefecture. |
