推进城乡基本公共服务均等化的实践与思考——以常熟市为例

现阶段城乡之间基本公共服务存在较大的差距，突出表现在教育、医疗卫生和社会保障三个方面。常熟市通过城乡一体化综合配套改革，初步建立了城乡统一的教育制度、医疗制度和社会保障制度。推进城乡基本公共服务均等化需要转变观念，从社会发展进步的全局来理解；实践中，要高度重视，结合当地实际情况，充分发挥财政的支持作用，提高建设的协调性和配套性，实现城乡居民共享改革发展成果。

The difference between urban and rural basic public service has widened in recent years, and such a gap is more apparent in education, health and social security. To narrow such a gap, we must change our attitudes and raise awareness. In practice, we should put it on our agenda. In light of local conditions, we should also match our words with financial support, improve the coordination and make sure that urban and rural residents share the fruits of reform and development.
