| 摘 要： | 概述了我国从古至今不同历史时段政府与高等学校的关系。在回顾二者历史关系的基础上，指出当前因二者关系处理不当存在的问题，从理论上阐述了政府与高等学校的正确定位，并对未来二者关系的发展变化趋势作了展望：政府宜宏观管理，间接管理，提供信息服务，创造良好外部环境，依法管理，而高等学校应在国家法规和大学章程规范下自主办学。
