| Abstract: | The dispute about the category of the national staff members has never stopped. Because there has been no legislation of dividing the national working personnel, it is very important to set up the standard. We must insist on the combination of "public affairs" and "status". At the same time, we should not overemphasize on one at the expense of the other. In view of the above, the basic types of the national working personnel can be divided into two kinds:"the natural national working personnel" and "the quasi national working personnel". |
