| 摘 要： | 韩国政府提出的以信息数据公开为核心的"政府3.0推进基本计划"(简称政府3.0),包括透明政府、高能政府、国民中心服务三大目标,促进"服务政府"建设。我国新时期国政将数据开放共享作为国家大数据战略核心组成。以韩国政府3.0为研究对象,对其政策框架、数据开放运行结构、特点等方面展开研究,以期为我国建设面向社会生态系统的新型电子治理体系提供借鉴。
