| 摘 要： | 农信社改革可以壮大信用社股金实力,改善资产质量,提高市场竞争力。但由于改革在设计上存在股金的"资本属性"与"三农"服务冲突缺陷,而原有的股权结构缺陷、法人治理结构缺陷、内部控制制度弱化等问题还依然存在,因而潜在着极大的风险放大效应。为防范改制风险,必须正确安排体制和机制的保障,增强全体社员及员工的风险意识。

| Abstract: | Rural credit cooperatives restructuring can enhance share strength of the credit cooperatives,improve assets quality and market competitive force.Yet there is still the conflict defect between "capital property" and "three-dimensional rural issues" in planning the reform,the huge potential risk magnifying effects is existing.To prevent reform risk,system and mechanism guarantee must be arranged properly.And it is necessary for all farmers and staffs to improve risk consciousness. |
