| 摘 要： | 晚清兵工业作为近代工业化的开端,不仅引入了机械化生产,还率先采用了现代化的管理手段,但由于诸多因素影响,兵工企业的管理经历了一个缓慢、曲折的制度化过程,其间又在个人能力、政府监督、企业自觉三种不同推力的主导下,呈现明显的阶段特征.从依赖个人能力的人治,到政府敦促下的规范化,再到企业内在需求推动的精细化,这个阶段特征鲜明的过程表明,企业对制度化管理的认识不断深入,手段适时调整,态度也从被动逐渐转向自觉.但由于整个兵工业以产品为诉求的经营理念一直未变,制度化管理始终被看做权宜之计,缺乏全局意识和系统规划,制度建设呈现出碎片化特点,而且,因为各企业之间的发展水平存在差异,制度化管理的程度也不均衡.

| Abstract: | The realization of institutionalized management in the late Qing dynasty traversed a tortuous path and presented an obvious stage characteristics induced by the interaction of administrator quality,government supervision and enterprise consciousness.Moreover,in this process,the awareness of institutionalized management was deepened and the passive attitude was converted to consciousness. |
