| Abstract: | The advertisement of the construction of the socialist political civilization by the 16th national congress is a mark of the deeper rationalization of the socialist modernization, and the integral three aspects of it are the political idea, political system and political behaviour. The intrinsic traits and the most significant advantages are the conformity of Party's leadership, People's mastership and country's ruling and building legally. |
