深化行政管理体制改革的理论探析

当前,深化行政管理体制改革是实现党的宗旨的必然要求,是贯彻落实科学发展观的必然要求,是构建和谐社会的必然要求,是推进政治体制改革的必然要求。深化行政管理体制改革要注意处理好几个方面的关系,即:改革的强度与社会的可承受程度之间的关系;政府机构改革和行政管理体制改革的关系;统一要求与分类指导的关系;立足我国实际与学习借鉴他国经验的关系。深化行政管理体制改革,着手点可放在合理界定政府职能,优化政府组织结构,建立健全政府责任体系等方面。

Theoretical Discussion on Deepening Reform of Administrative Management System

At present,deepening the reform of administrative management system is of great necessity for the realization of the purposes of the party,the implementation of the scientific outlook on development,the building of a harmonious society,and the advancement of political restructuring.While pressing ahead with the reform of administrative management system,we must do a good job in coordinating the relationships between various aspects,which include： relationship between reform intensity and societal acceptance,relationship between reform of government institutions and that of administrative management systems,relationship between unified requirement and classified guidance,as well as relationship between basing the reform on China＇s realities and drawing upon useful lessons from others.In order to better deepen the reform of administrative management system,priority should be laid upon proper demarcation of government duty and function,optimization of the structure of government organizations,establishment and perfection of government accountability systems,et cetera.
