高校党委会与董事会

高校的党委会与董事会，二者可以说是异曲同工，各自承担着高校政治权力的领导和产权代理的经济诉求，分别构成了中西方高等教育管理的不同特征。在世界新公共行政改革的浪潮下，中国的高校党委应当吸取现代管理精神，建立高校党委性董事会制度。该制度虽还尚不完备．但这种过渡体制恰恰是走向未来世界一流大学改革的切入点．

CPC University Branches and the Board of Regents in Higher Education

The CPC University Branches and the Boards of Regents, with different names in China and West, play almost the same role as the management and the agency of property rights in the higher education systems respectively. So Chinese higher education is different from the one in West. CPC university branches should change themselves into a hybrid of CPC and the Western board of regents so as to accommodate new global public management. In spite of its immaturity, the new system must be accord with Chinese reality of higher education.
