基于历史经验的国民休闲战略推进路径与组织

总结30年改革发展经验,参考全民健身计划的出台背景和实施经验,国民休闲战略应从纳入国家宏观政策和＂十二五＂发展规划入手,按照＂边试点、边总结、边推广＂的路径起步,以度假区、休闲城市创评为基础,与相关部门和机构相联合创造一套切实可行的工作体系,增加公共设施和服务投入供给,以《国民旅游休闲纲要》为依据研究出台《国民休闲指南》引导社会需求,从而形成战略保障与工作手段相结合、相关利益主体相联合、供需平衡发展的有序推进格局。鉴于休闲产业庞杂,应以旅游部门为主体联合形成国家休闲发展管理机构,分阶段、有重点地推进战略实施。

Research on the path, organization and procedures of National Popular Leisure Program in China: based on historical experiences

Implementation of ＂National Popular Leisure Program＂ should follow the previous experiences of 30 years＇ national development after reform and opening up,and should refer to all previous national programs like the ＂National Fitness Program＂.Derived from past experience,to form a pattern of well developing,supply and social demand balancing,satisfying for all the stakeholders,the implementation of ＂National Popular Leisure Program＂ should start with bringing into state＇s current macro policies and the country＇s ＂Twelfth Five-Year Plan＂,according to the successful rule of ＂learning by experiment,reaching conclusions,and promoting＂,create a more practical working system with relevant government departments and agencies together based on the existing system such as resort and leisure city evaluation,increase inputs to provide more public facilities and services,research and outline of ＂Popular Leisure Guidelines＂ in order to meet and conduce popular consumption.For more efficient organizing of such a huge project and well managing such a complex industry,to focus on promoting the implementation of the strategy,a special national government department should be set up mainly based on the tourism sector because of the natural connection between leisure and tourism.
