伪满洲国时期，日伪为了有效地实现奴化中小学生的目的，对于担当中小学校教育教学工作的教师不仅通过多种教育形式试图改变其价值理念和民族意识，而且通过检定考试、教育督导和行政制裁、监视、逮捕甚至屠杀等手段进行严密而残酷的外在控制，在当时的教育界造成了恐怖而严重的后果，充分显露出典型的殖民主义教育的本质特征。
