论日本“殖产兴业”主导者的政策理念

作为一个历史时期的“殖产兴业”可分为三个阶段，各阶段主导者具有不同的政策理念。第一阶段，由利公正提出了以“劳动力论”和“纸币论”为核心的政策构想，并据以推行了“由利财政”。第二阶段，大久保利通以不仅需引进西方产业技术和制度，更应努力实现原有产业现代化，扶植民营企业为基本构想，提出了由“民富”达到“国强”的政策主张。大久保利通遇刺后，大隈重信以“开源节流”为目的，先后提出了“外债论”和“三议一件”构想。第三阶段，大藏卿松方正义以“制定货币运用之基轴”为构想，主导设立了日本中央银行——日本银行，开展了以“纸币整理”为核心的“松方财政”。同时，松方正义继承大隈重信的方针，将经营不善的官营企业转为民营，影响极为深远。

On the Initiators' Policy Ideas about "Shokusann Kougyou" in Modern Japan
