| 摘 要： | 集体林权制度改革要保持政策的连续性和有效性,坚持三个效益并重,科学有序,积极稳妥的原则。通过破解制约集体林发展的体制机制性难题,解决集体森林和林木产权不明晰、经营机制不灵活等问题。在林权制度改革中要处理好与林权制度稳定的关系、与林业现代化发展的关系、林地所有权及使用权等关系。

| Abstract: | the innovation of collective forestry ownership system, adhering to three benefits, scientific order and safe these three principles, should remain its stability and effectiveness. The problem that property right of collective forest and its ownership is not explicit and its management is not flexible has been solved through disintegrating those systems which restricted the development of collective forest. At the same time, the relations of reform with steadiness of forest ownership, forestry modernization, woodland ownership and right of utilization should be balanced well in the course of forest ownership reform. |
