数字化和网络化时代的到来，使高校图书馆馆藏建设的内涵、结构和成分发生了变化，因此，馆藏建设的方针、策略和资源收集途径与方式应有所调整和转化。尤其是在操作策略上，要着重体现专业和特色化的建设，加大馆藏文献资源的开发力度，逐步加大电子出版物和网络数据库的购入量，并加强网络资源的开发利用，实现文献资源采购电子商务化，以建立起新型的文献资源保障体系。
