试论高校系统惩防体系的构建与完善

针对目前高校系统的反腐败工作机制的缺陷,应构建“党委领导、法律授权,以纪检监察部门为主体的反腐败专门机构”,强调其法律性、突出专业性,树立其威权。具体应从教育、制度、监督三个方面对高校惩治和预防腐败体系进行构建和完善。教育上应强调对重点岗位、重点对象的经常性教育;制度上首先要尽快完善反腐败法律、法规,其次是各高校内部制度的完善;监督重在完善纪检机构及其人员配备,加强其相对独立性、树立其威权性

On the Construction of Punishment and Prevention System to Corruption in Colleges and Universities

There are many shortcomings in the work mechanism of anti-corruption in universities and colleges. We should build anti-corruption-specialized agencies leaded by the Party Committee, authorized by the laws and having the discipline inspection and supervision departments as the main body, and emphasize its legality, professionality and authority. Specifically, we should establish education corruption punishment and prevention system in universities and colleges from three aspects: education, system and supervision. Education: focus on the regular education of the key status: System: perfect anti-corruption laws and regulations, and then university's internal system; Supervision: perfect discipline inspection organs and their staffs, strengthening their relative independence, and establishing its authority.
