| 摘 要： | 本文旨在讨论试卷编制中三个主要环节的质量控制步骤。这三个环节分别是：（1）命题人与审题人的挑选与培训；（2）试题构建，即由松散、初始的题目编写出可使用的试卷的过程；（3）最终的试卷册或者机考考卷的技术生成。对每一个环节，无论使用模型还是方法，其质量控制的目的都是为了能够降低犯错误的风险。

| Abstract: | This paper discusses quality control procedures with respect to three components of the test development process： the selection and training of item writers and reviewers ; test construction -- beginning with discrete, raw items and ending with the compilation of an operational test form; and the technical production of the final test booklet or computer file. For each of these components, models and methods are proposed with aim of reducing the risk of committing errors. |
