| 摘 要： | 左宗棠于1874年获议准的<变通荼务章程>,是当时一项重要的经济调控政策,对安化黑茶贸易产生了积极影响.此次调控在领引荼商逃亡殆尽、课税积欠深重、供不应求、私贩充斥、茶商预期阻碍政府调控政策的施行等背景之下,具有干预陕甘地区安化黑茶茶商的心理预期、有利于茶商的风险规避、降低陕甘地区安化黑茶贸易的进入壁垒、短期内缓解供求矛盾、提高收税效率、促进就业及良性循环等多重意义.

| Abstract: | The Charter Adapting Business of Tea being carried out in 1874,was an important economic controlling policy,it exerted a positive influence to tea trade in Anhua County.It brought beginning circulation multiple significance in intervening psychological expectations of tea businessmen,risk aversion,reducing trade barriers,improving the efficiency of taxes,and promoting employment,etc. |
