| 摘 要： | 结合我国大学的实际情况，在学理层面探讨了行政权力的正当性，认为大学学术权力和行政权力二者并非水火不容，而具有沟通与合作的必要性与可能性。行政权力应该具备三层含义：目的性、需要性和非牟利性。
