新疆街面视频监控的运用与发展路径

街面视频监控具有高效性、实时性、全息性、不可回避性、回溯性的特点,同时具有投入大、专业队伍建设不足、容易对公民隐私权造成侵犯、数据存贮有限等局限性.新疆在运用视频监控方面,观念还比较落后;监控网络没有形成;设备没有进行整合衔接;专业队伍建设缓慢.解决这些问题的主要路径是加大投入,科学规划布点,实现覆盖最大化,整合各种视频监控资源,建立完善视频监控应用机制,使用综合手段,加大技术研发,制定相应的视频监控法规或规定.

The Application and Development of Street Video Monitoring in Xinjiang

Abstract： The street video monitoring is a kind of control tool with the characteristics of efficiency, instantaneity, holography, unavoidability and backtracking, but at the same time it has some disadvantages such as high investment, insufficient professional team, irivasion of privacy, limited data and so on. However, in Xinjiang, the application of street video monitoring still falls behind in such aspects as mature ideas, complete monitoring net- works integrated equipment and slow professional team construction. So these problems can be solved through these following ways： increasing invest- ments, planning scientifically, maximizing application, integrating different kinds of video monitoring resources, building perfect application systems, improving technology innovation with mixed methods, and finally formulating related rules.
