| 摘 要： | 文化是民族发展的重要动力,文化的灵魂是创新,民族文化创新既要通过广泛的交往增加文化创新的社会资源,又要最大限度的开发民族自身人力资本的能量,同时也要看到,不论是文化创新的社会资源,还是人力资本的能量都不是自我生成的,而是一定的制度和组织体系催生的结果。

| Abstract: | Culture is an important engine of national development.Culture is the soul of innovation.National cultural innovation calls for the increase of social resources through broad association with other cultures,as well as the exploitation of the nation＇s human capital of its own to the largest extent.On the other hand,we should also see that neither the social resources for cultural innovation nor the energy of human capital can develop by themselves,and they are the result of certain system and organizational system. |
