民主革命时期根据地政权群众监督机制探析

民主革命时期,作为根据地政权监督重要形式的群众监督,以其广泛性、实效性成为根据地民主政治实施中不可或缺的力量。在土地革命、抗日战争、解放战争等三个时期建立的民主政权中,根据地群众通过民主选举、控告举报、参与陪审、检查政府工作、座谈会等多种监督形式,保证了根据地政权的民主运行。各个时期群众监督的主要宗旨就是要监督根据地政权,是不是认真贯彻执行党的路线、方针、政策,是不是遵纪守法,是不是工作上廉政高效,是不是在生产、工作、斗争中起模范作用,是不是密切联系群众,体现人民的利益。在一定意义上而言,民主革命时期的根据地群众监督机制,对当前我国政府监督机制的改善仍有积极的参考价值与借鉴意义。
