论服务行政对行政伦理责任的诉求

摘    要:政府管理在经历了统治行政和管制行政两个历史阶段之后,必然走向服务行政。服务行政是公共行政的本质回归。从历史的视角剖析服务行政的深刻内涵,指出行政伦理责任是服务行政的内在诉求,进而从宏观、中观和微观三个层面探讨行政伦理责任由以实现的路径。
